With great diffidence and all due respect to the

arbitrator, I suggest that it is clear that he was not nade

aware of all the facts connected with the contracts and that

he did not know and could not be expected to know the conditions

prevailing in the Public Works Department, relative to contracts,

many years previous to his arrival in Hongkong and it is untor-

tunate that no one was available to give him the necessary

assistance and protect the interests of the Government.
